MOGADISHU — Brigadier General Elio Manes has officially assumed command of the European Union Training Mission in Somalia (EUTM-S), marking a leadership transition intended to enhance the capabilities of the Somali Security Forces.
The handover ceremony, conducted at the EUTM headquarters in Mogadishu, saw Brigadier General Manes take over responsibilities from the outgoing commander, Brigadier General Sofia Westermark.
Strategic Continuity
The authority transfer was executed following strict operational protocols to maintain the uninterrupted continuation of the mission’s essential functions. This transition reinforces the European Union‘s continued commitment to bolstering Somalia’s security framework through advanced training, guidance, and institutional development.
During his inaugural address, Brigadier General Manes presented a strategic approach centered on solidifying existing training initiatives while extending specialized support to Somali counterparts.
“I am privileged to lead EUTM-S at this pivotal moment,” Brigadier General Manes remarked. “Our priority will be to enhance collaboration with Somali counterparts enabling them to progressively manage their own security initiatives.”
9th Mandate Objectives
Operating under its 9th Mandate, EUTM Somalia continues its mission of developing security forces accountable to the Federal Government of Somalia. The mission offers strategic counsel to security institutions based in the Mogadishu vicinity, alongside specialized mentoring in training methodologies.
The mandate also allows for the possible extension of activities to regional headquarters, subject to authorization and security conditions, ensuring the mission adapts to evolving Somali requirements.
