🏛️ Politics & Governance

  • Why Somalia is? Somalis have inhabited the Somali Peninsula for millennia. According to Professor Raphael Njoku of Idaho State University, documented history suggests Somalia’s history stretches back more than 10 millennia (10,000 years) to the beginnings of human civilization.

  • Historical Nexus: Serving as a nexus of the global and ancient economy, Somalis have traded with Ancient Egypt, Phoenicians, and Babylonians for at least 7,000 years.

  • Independence: Formed July 1, 1960, through the merger of British Somaliland and the Trust Territory of Somaliland (Italian administration).

  • Statehood Evolution: Somalis historically governed themselves using the Heer (Xeer) system; the modern concept of statehood became a natural step following the arrival of colonial powers.

  • Federal Member States (FMS): The Federal Government of Somalia consists of the following FMS:

    • Puntland (Capital: Garowe)

    • Jubaland (Administrative: Kismayo | Constitutional: Af-Madow)

    • South West State (Administrative: Baidoa | Constitutional: Baraawe)

    • Galmudug (Capital: Dhusamareb)

    • HirShabelle (Capital: Jowhar)

  • Special Political Statuses:

    • SSC-Khaatumo: Officially recognized interim Federal Member State (North Eastern State) representing Sool and Sanaag (Capital: Las Anod).

    • Somaliland: Self-declared independent breakaway state since 1991; internationally unrecognized.

    • Benadir Regional Administration (BRA): Covers Mogadishu. Its constitutional status as an FMS remains undefined.

  • The 4.5 Formula
    • The 4.5 power-sharing formula is a clan-based quota system that has governed Somali politics since its formal adoption at the Arta Peace Conference in 2000. Described by the phrase “Xaq ma aha ee waa xal” (“It is not fair, but it is a solution”), the model was designed as a temporary stop-gap to ensure political stability and prevent any single group from dominating the government after years of civil war. Under this system, the Federal Parliament and cabinet positions are divided among the four “major” clan families—the Darod, Hawiye, Dir, and Digil-Mirifle—who each receive an equal share (the “4”), while a coalition of minority clans is collectively allocated a half-share (the “0.5”)
