The Minister of Interior, Federal Affairs, and Reconciliation, Ali Yusuf Hosh, alongside Deputy Minister Abdihakim Ashkir, appeared before the Human Rights Committee of the Federal Parliament of Somalia today to discuss the proposed Internally Displaced Persons (IDP) Bill.
The high-level engagement underscores the government’s commitment to addressing the humanitarian and legal challenges facing Somalia’s displaced populations. The draft legislation aims to establish a comprehensive legal framework to protect the rights of IDPs, ensure access to essential services, and facilitate durable solutions for resettlement and reintegration.
During the session, Minister Hosh emphasized the bill’s role in strengthening federal and state coordination in IDP management, while Deputy Minister Ashkir highlighted provisions for accountability and support mechanisms to prevent forced evictions and ensure dignified living conditions.
The Human Rights Committee welcomed the draft bill and pledged to conduct further consultations with stakeholders, including civil society and international partners, before its submission to the full House of Representatives for debate and adoption.
This legislative effort aligns with Somalia’s National Development Plan and international obligations, including the UN Guiding Principles on Internal Displacement, as the country works toward sustainable solutions for its over 2.9 million displaced citizens.
