Hargeisa, Somaliland – The Minister of Finance and Economic Development, Abdillahi Hassan Adan, has presented an encouraging update on the country’s national fiscal position during this week’s cabinet meeting chaired by President Abdirahman Mohamed Abdillahi Irro at the Presidential Palace in Hargeisa.
Adan reported that domestic revenue collection is progressing steadily and in alignment with projected benchmarks for the fiscal year. He credited the improvement to strengthened institutional efficiency and ongoing compliance reforms within the ministry. These efforts have helped broaden the revenue base and enhance transparency in public finance management.
In addition to revenue performance, the minister highlighted notable strides in the management of international aid. He underscored the ministry’s focus on reinforcing the capacity and accountability of the External Assistance Fiduciary Section — a key unit responsible for overseeing donor-funded projects and external financial assistance.
A significant part of his briefing was devoted to the Ministry’s increasing collaboration with international financial institutions. The minister confirmed that engagement with the World Bank has intensified, leading to the completion of a preparatory framework for the 2026 National Budget. This framework incorporates baseline economic indicators and strategic expenditure plans, laying the groundwork for sound fiscal policy and long-term development.
This week’s cabinet session was held amid growing efforts by the administration to institutionalise economic planning and financial governance in line with Somaliland’s national development objectives.
The President and cabinet members commended the ministry’s progress and reiterated their commitment to ensuring fiscal discipline, boosting domestic revenue, and improving aid coordination as pillars of sustainable economic growth.
