5-Day Climate Finance Forum Concluded in Mogadishu

Mogadishu, Somalia – A five-day Strategic Climate Finance Advisory Mission – “Somalia Trial” forum, focusing on climate change and Somalia’s mechanisms for accessing climate finance and led by the National Climate Change Fund (NCCF) of Somalia, has concluded in Mogadishu.

The event emphasized evaluating Somalia’s climate finance requirements and maximizing available opportunities. Participants reviewed the nation’s needs in depth and engaged with the Somali Bankers Association (SBA) on financial innovations and NFC leadership. These discussions will shape a dedicated initiative for national banks to enhance climate finance access under Somalia’s climate framework.

Senior officials from the Ministry of Finance, Somalia Development and Reconstruction Bank (SDRB), and National Climate Change Fund delivered reports on current channels for climate funding, highlighting prospects in the Green Climate Fund (GCF) and Adaptation Fund.

“This five-day forum has been crucial in helping the Federal Government of Somalia (FGS) prepare for direct access to climate finance and manage it in line with improving national systems,” said Liban Obsiye, Executive Director of the NFC.

Somalia currently depends on international and national entities accredited by the GCF and Adaptation Fund for climate projects, even though it ranks among the lowest greenhouse gas emitters and most vulnerable nations to climate impacts.

The forum included senior representatives from the Office of the Prime Minister, Ministry of Planning, Ministry of Environment and Climate Change, Ministry of Agriculture, National Economic Council, and the UK FCDO Pioneer Country Trials, which Somalia joined at COP28 two years ago and from which it receives ongoing technical support via the NFC.
