ICA Training Academy Launched to Boost Workforce Capacity in Somalia’s Public Sector

Mogadishu, Somalia – The Institute of Civil Service Administration (ICA) has taken a major step toward strengthening Somalia’s public sector by launching its new Training Academy Framework, officially signed by ICA Director General Mohamed Duhulow.

The framework lays out the foundation for the Academy’s structure, curriculum, and training procedures, while also setting standards for trainer qualifications. It is designed to improve the capacity of Somalia’s workforce and enhance modern service delivery across government institutions.

According to ICA, the Academy will provide tailored training programs to civil servants, focusing on areas such as governance, leadership, digital administration, and performance management. The initiative aims to close critical skill gaps and ensure public institutions are better equipped to meet the needs of citizens.

Speaking at the signing event, Duhulow emphasized the importance of professionalizing the civil service.

“This framework is not just about training, it is about transforming our public sector into an efficient, accountable, and citizen-centered system,” he said.

The Academy is expected to serve as a hub for continuous learning, capacity development, and knowledge sharing. It also aligns with Somalia’s broader reform agenda, which prioritizes institutional strengthening, accountability, and sustainable service delivery.

Observers note that the framework could play a pivotal role in standardizing training across government departments and ensuring that civil servants are equipped with modern administrative and technical skills.

The ICA Training Academy is set to roll out its first programs later this year, with a focus on priority sectors that directly impact governance, economic growth, and public service efficiency.
