In a landmark decision, the National Consultative Council (NCC) of Somalia officially recognized SSC-Khaatumo as a Federal Member State. This recognition marks a significant step toward inclusive federalism and political stability in the country. The NCC emphasized that the process must adhere to the framework outlined in the Provisional Constitution, ensuring that the foundational conference of SSC-Khaatumo is finalized transparently and lawfully.
This development follows months of political negotiations and increasing calls from local leaders and communities in the Sool, Sanaag, and Cayn regions for greater autonomy and federal representation. By supporting SSC-Khaatumo’s formation as a Federal Member State, the NCC aims to strengthen Somalia’s federal structure, promote local governance, and enhance national unity.
The NCC urged all relevant stakeholders to cooperate in concluding the state-building process and to ensure that SSC-Khaatumo’s institutions are formed in accordance with constitutional and democratic principles. This move is expected to have far-reaching implications for federalism in Somalia, particularly in contested regions.
