MOGADISHU — Members of Somalia’s bicameral parliament have successfully finalized discussions on the ninth chapter of the provisional constitution during the 21st joint meeting of the seventh parliamentary session.
The legislative proceedings were jointly overseen by the First Deputy Speaker of the Upper House, Ali Shacban Ibrahim, alongside the Second Deputy Speaker of the House of the People, Abdullahi Omar Abshirow, and the Second Deputy Speaker of the Upper House, Abdullahi Hirsi Timacadde.
Advancing the Constitutional Review
The gathering concentrated on progressing critical talks concerning Chapter Nine of the provisional constitution. Legislators from both chambers engaged in comprehensive debates regarding the specific articles and proposed amendments within the chapter, which covers essential aspects of the federal governance structure.
This steady legislative progress occurs against a backdrop of intense national political friction. Just this past weekend, high-level electoral negotiations between the Federal Government and the opposition Somali Future Council deadlocked. The core of that dispute directly involves these ongoing constitutional revisions and the administration’s proposed transition to a universal suffrage voting model.

Despite recent controversies and pushback from opposition figures regarding the speed of the review process, Sunday’s parliamentary session proceeded without interruption.
Concluding the session, Deputy Speaker Ali Shacban Ibrahim officially declared the parliamentary debate on Chapter Nine finished. He praised the representatives from both chambers for their diligent involvement and valuable legislative input in shaping the nation’s foundational legal framework.
