Salah Jama Hails Civil Service Commission as Backbone of Government Reform

Mogadishu, Somalia – Acting Prime Minister and Deputy Prime Minister Salah Ahmed Jama on Thursday toured the National Civil Service Commission (NCSC), where he praised its leadership for advancing crucial reforms to modernize Somalia’s public administration.

During his visit, Jama described the commission as the “backbone of the government’s administrative system,” emphasizing its central role in ensuring transparency, efficiency, and professionalism across public institutions. He said the NCSC’s ongoing efforts to strengthen the capacity of civil servants were vital to rebuilding public trust and improving service delivery.

“An effective and accountable civil service is the foundation upon which all other institutions depend,” Jama said, noting that Somalia’s future progress hinges on creating a competent workforce guided by merit and integrity.

Commission officials briefed the Acting Prime Minister on the current reform programs, including digitalization of records, recruitment processes based on merit, and continuous training for civil servants. They also highlighted challenges such as resource constraints and the need for stronger institutional coordination to sustain reform momentum.

Jama reaffirmed the government’s commitment to supporting the commission’s modernization agenda, calling for greater collaboration between ministries and agencies to uphold a culture of public accountability.

The visit underscores the government’s broader goal of building an efficient state bureaucracy capable of implementing national development priorities and serving citizens effectively.
