SERP Mid-Term Review Charts Path for Stronger Project Delivery

Mogadishu, Somalia – The five-day Mid-Term Review Mission of the Somalia Electricity Recovery Project (SERP) concluded this week, bringing together government officials, development partners, and stakeholders to assess progress and recalibrate strategies for the coming years.

The review focused on several critical areas, including achievements since the project’s launch, existing gaps, procurement processes, and priority actions needed to strengthen implementation. Participants highlighted that SERP has made notable strides in expanding electricity access, rehabilitating infrastructure, and advancing regulatory frameworks for Somalia’s energy sector, which is essential for economic growth and social stability.

At the same time, discussions underscored persistent challenges such as procurement delays, capacity gaps within implementing agencies, and the need to accelerate delivery to meet targets set in partnership with the World Bank and other international backers.

Officials emphasized that energy access remains central to Somalia’s development agenda, with electricity supply directly linked to improving livelihoods, supporting businesses, and enhancing public services.

“This review is not just about assessing progress—it is about ensuring that SERP delivers tangible benefits for the Somali people,” one senior official noted during the closing session.

The mission closed with a roadmap outlining priority reforms, accelerated procurement measures, and strengthened coordination mechanisms. Stakeholders agreed that sustaining momentum will be crucial for ensuring reliable and affordable electricity, seen as a cornerstone for Somalia’s recovery and long-term resilience.
