Somali Cabinet Approves Benadir District Rankings, Police Act, and Water Convention

Mogadishu, Somalia – In its weekly session held on Thursday, the Council of Ministers approved the official classification of Benadir region’s districts, a key step toward organizing the upcoming local council elections scheduled for November 30th.

According to the decision, nine districts have been designated as Grade A and seven as Grade B, reflecting differences in population, administrative capacity, and development indicators. The classification aims to ensure a fair and well-structured electoral process across the capital, laying the groundwork for a transparent and inclusive local governance system.

The Cabinet also ratified two major legislative instruments — the Somali Police Act and the Water Convention. The new Police Act is designed to modernize the national police force, strengthen accountability mechanisms, and enhance coordination between federal and regional law enforcement agencies. It represents a significant milestone in Somalia’s ongoing efforts to reform the security sector and build community trust.

Meanwhile, the Water Convention underscores Somalia’s commitment to sustainable management of water resources and cross-border cooperation on shared water systems. This move aligns with the government’s broader agenda to promote environmental resilience and resource sustainability in the face of recurrent droughts and climate challenges.
