Somali Cabinet Endorses 2026 Budget Regulation and Ratifies Security MoUs

Mogadishu, Somalia – In a pivotal step toward strengthening governance and economic management, Somalia’s Council of Ministers, chaired by Prime Minister Hamza Abdi Barre, has approved the 2026 Budget Quota Regulation during its weekly session in Mogadishu. The new regulation aims to enhance fiscal discipline, ensure transparent allocation of national resources, and align spending priorities with the government’s development agenda.

The session, held at Villa Somalia, also ratified two critical Memoranda of Understanding — one with the State of Qatar focusing on security cooperation, and another with the Republic of Uganda addressing migration management and labor mobility.

According to government officials, the MoU with Qatar will reinforce Somalia’s ongoing efforts to stabilize liberated regions and modernize its security apparatus through training, intelligence sharing, and institutional support. The migration agreement with Uganda, meanwhile, is designed to improve bilateral labor relations, streamline migration processes, and protect the rights of Somali workers abroad.

Prime Minister Barre emphasized that these decisions reflect Somalia’s broader vision of stability, reform, and regional cooperation.

“Our government is determined to build institutions that are financially accountable, secure our nation, and open safe pathways for our people to thrive,” he said in a statement following the meeting.

The Council also took time to commend the Somali National Armed Forces for their recent battlefield achievements against the Al-Shabaab insurgents, praising their bravery and continued sacrifice in safeguarding the country’s sovereignty.

Political observers see the approval of the 2026 Budget Quota Regulation as a continuation of Somalia’s commitment to sound economic management and transparency, particularly as the nation advances toward a fully self-financed national budget.
