The Federal Government of Somalia has officially recognized SSC-Khaatumo as an interim federal member state, marking a significant development in the country’s federalization process.
This recognition follows a four-day visit by Prime Minister Hamza Abdi Barre to Las Anod, the capital of SSC-Khaatumo.
Official Recognition
On October 19, 2023, Somalia’s Minister of Interior, Ahmed Moallim Fiqi, announced the government’s recognition of SSC-Khaatumo’s administration, acknowledging its authority over the Sool, Sanaag, and Cayn regions.
Ceasefire and Prisoner Release
The federal government has urged both SSC-Khaatumo and Somaliland to observe a ceasefire and release detainees. In response, SSC-Khaatumo leaders have released 25 prisoners of war captured during recent conflicts with Somaliland.
Participation in National Consultative Council
SSC-Khaatumo has been invited to participate in discussions driven by the National Consultative Council, emphasizing its role in shaping national policies.
Security and Development Cooperation
The federal government and SSC-Khaatumo have agreed to collaborate on security matters, including reforming and developing SSC-Khaatumo forces in line with the national security architecture.
Humanitarian and Social Services
Efforts are underway to enhance social services in the region, focusing on education, healthcare, water supply, and broader humanitarian initiatives.
Context
SSC-Khaatumo, representing the Sool, Sanaag, and Cayn regions, declared its intent to operate under the Federal Government of Somalia in February 2023, distancing itself from both Somaliland and Puntland. The federal government’s recognition aims to promote peace and stability in the region, encouraging dialogue and cooperation among all parties involved.
This development has been met with opposition from Somaliland, which views SSC-Khaatumo’s recognition as a challenge to its territorial integrity.
The inclusion of SSC-Khaatumo in national dialogues and its cooperation with the federal government signify a step toward greater unity and federalization in Somalia.
