Somali Police Impose Complete Movement Restrictions in Mogadishu for December 25 Elections

MOGADISHU – Authorities in the Somali capital have announced a comprehensive restriction on all vehicle and pedestrian movement for Thursday, December 25, 2025. This lockdown is designed to secure the city for its first direct local council elections in over 50 years.
The directive was issued by Police Commissioner Brigadier General Asad Osman Abdullahi (Diyaano) following an urgent strategic consultation with department heads and special unit leaders. The primary goal of the movement ban is to create a “secure atmosphere” that allows residents to cast their votes without fear of interference or security threats.

Key highlights of the security framework include:

  • Elevated Alertness: Security personnel are ordered to remain at maximum readiness to deter any activities that could compromise the electoral process.

  • Public Assistance: Officers have been instructed to maintain courteous behavior and actively assist citizens in reaching their designated polling stations.

  • Preventative Measures: Units are authorized to take proactive steps to neutralize threats to the fairness and safety of the vote.

Essential Services and Exceptions

Addressing potential humanitarian concerns, Police Spokesperson Major Abdifatah Adan Hassan confirmed that the lockdown will include provisions for critical needs.

“Authorities have accounted for the requirement of emergency services. Dedicated vehicles have been assigned to function solely for urgent medical situations and other essential needs during the confinement.”

A Milestone for Somali Democracy

These elections represent a landmark achievement in Somalia’s democratic journey, if they take place and the outcome are accepted.
For the first time in more than five decades, the inhabitants of Mogadishu will directly choose their local representatives. Officials emphasize that while the security measures are stringent, they are necessary to bolster citizen trust in democratic institutions and ensure this historic occasion transpires without incident.
