MOGADISHU — In a significant leadership restructuring, the Federal Government of Somalia’s Council of Ministers has officially approved the appointment of Major General Mohamed Sheikh Hassan Hamud as the new Commander of the Somali Custodial Corps.
A Politically Motivated Dismissal
The decision was finalized on Wednesday during an extraordinary session chaired by Prime Minister Hamza Abdi Barre, following a formal proposal by the Ministry of Justice and Constitutional Affairs. The cabinet’s directive immediately removed the former chief, General Mahad Abdirahman, widely known as ‘Shub.’
According to political analysts and government sources, General Mahad’s sudden dismissal stems directly from his overt political alignment with the Southwest State administration. He serves as the father-in-law to regional President Abdiaziz Laftagareen and reportedly expressed support for the Baidoa-based leadership during the recent political tensions. This removal is widely viewed as a decisive step by the federal government to consolidate absolute authority over national security agencies amidst the ongoing, unprecedented constitutional standoff between Mogadishu and Southwest State.
Modernizing the Penal System
The incoming commander, Major General Hamud, is a seasoned official who brings substantial security and governance experience to his new position. He has previously served as a federal government minister and held top leadership roles within both the Somali Police Force and the National Intelligence and Security Agency (NISA).
Prime Minister Barre highlighted that this leadership change forms part of a broader, critical initiative to enhance the administration, transparency, and operational standards of the country’s correctional services. As a crucial component of the national security framework, the Somali Custodial Corps is responsible for maintaining state prisons and ensuring strict adherence to federal legal standards.
Managing the Influx of Detainees
This senior-level appointment arrives at a critical juncture, coinciding with high-intensity military operations against Al-Shabaab militants. As the Somali National Army and allied intelligence forces continue to capture combatants and process high-value defectors, security analysts note that the rapidly expanding detainee population has placed considerable strain on the country’s existing correctional infrastructure.
The federal administration expects Major General Hamud to immediately expedite the modernization of facility operations, reinforce internal security protocols, and ensure that the penal administration possesses the tactical expertise required to safely manage and legally process these individuals, ultimately completing the justice process and reinforcing the rule of law across the nation.
