Mogadishu, Somalia – The Council of Ministers, in its regular Thursday session chaired by Prime Minister Hamza Abdi Barre, approved two significant legislative measures aimed at regulating labor recruitment and unlocking the country’s mineral potential.
The first measure, the Employment Agencies Regulatory Framework, establishes clear rules for the licensing, oversight, and operations of employment agencies in Somalia. Government officials said the framework is designed to protect job seekers from exploitation, ensure fair recruitment practices, and align labor migration processes with international standards. It also sets out penalties for agencies that violate workers’ rights or engage in fraudulent practices.
The second measure, the Mining Bill, introduces a comprehensive legal structure for the exploration, extraction, and management of Somalia’s mineral resources. The proposed legislation outlines requirements for obtaining mining licenses, environmental protection obligations for operators, and mechanisms for ensuring that local communities benefit from mining activities. The bill is also expected to create greater investor confidence in Somalia’s extractive sector by providing regulatory clarity and stability.
Both measures will now proceed to the federal parliament for debate and possible enactment. If passed, they could mark a turning point in Somalia’s labor governance and resource management policies, potentially creating new economic opportunities while safeguarding the rights of citizens.
The government has emphasized that these reforms are part of a broader strategy to strengthen institutional frameworks, promote sustainable development, and attract responsible investment into the country.
