Somalia Moves to Strengthen Local Governance with New National Decentralization Policy

Mogadishu, Somalia – The Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) convened a high-level consultative and validation meeting this week in Mogadishu to review the draft National Decentralization Policy (NDP) 2026–2030. The meeting, chaired by MOIFAR’s Director General, Mr. Aidarus M. Hassan, brought together senior government officials, development partners, and governance experts in a shared effort to refine Somalia’s next phase of local governance reform.

Over the course of the sessions, participants examined key pillars of the proposed policy, including political, fiscal, sectoral, and administrative decentralization. The discussions also explored practical pathways for strengthening decentralized planning, local economic development, and citizen participation—core components viewed as vital for deepening Somalia’s democratic governance and federal vision.

Guided by Prof. N. Awortwi, a leading governance and decentralization expert, the meeting fostered open dialogue and technical debate. Stakeholders exchanged perspectives on how to align the policy with Somalia’s ongoing state-building priorities and ensure that local governments are better equipped to deliver essential services and represent community needs.

In his closing remarks, Director General Aidarus reaffirmed MOIFAR’s commitment to implementing a decentralization framework that empowers local authorities, enhances transparency, and brings government closer to the people.

“The National Decentralization Policy is not just a document—it is a roadmap for inclusive governance, stronger institutions, and a more united Somalia,” he said, expressing gratitude to partners and experts for their constructive engagement.

As Somalia continues to consolidate its federal governance structure, the NDP 2026–2030 is expected to serve as a cornerstone policy guiding collaboration between federal and state institutions, improving public service delivery, and promoting sustainable local development across the country.
