Somalia Strengthens Border Security as ICA Concludes PISCES Training

Mogadishu, Somalia – The Immigration and Citizenship Authority of Somalia (ICA), under the leadership of Director General Mustafa Duhulow, has successfully concluded the second phase of the PISCES training program in Mogadishu, marking another stride in the country’s ongoing efforts to modernize border management and strengthen national security.

The Personal Identification Secure Comparison and Evaluation System (PISCES) initiative, supported by the U.S. government through its mission in Somalia, focuses on equipping immigration personnel with advanced tools and practical expertise to enhance the efficiency and reliability of border control operations.

Throughout the training, Somali immigration officers received hands-on instruction in biometric identification, passenger data management, document verification, and advanced screening techniques. The sessions emphasized the use of technology-driven solutions to detect irregular movements and improve the accuracy of identity management systems at ports of entry.

Director General Duhulow highlighted the completion of this phase as a testament to Somalia’s determination to rebuild strong and transparent institutions capable of safeguarding its borders while facilitating legitimate travel and trade. The program also reinforced cooperation among different units of the ICA, fostering better coordination and data sharing across the country’s border posts.

The conclusion of this second phase marks a concrete step toward Somalia’s vision of a more secure and digitally integrated immigration system. Additional phases of the PISCES program are expected to follow, focusing on expanding coverage to regional entry points and continuing to build the technical capacity of Somali officers who stand at the frontline of the nation’s security and mobility.
