Somalia, Türkiye Sign Landmark MoU on Public Finance Oversight

Mogadishu, Somalia – Somalia and Türkiye have signed a landmark Memorandum of Understanding (MoU) aimed at strengthening transparency, accountability, and institutional capacity in public financial management.

The agreement, signed by Somalia’s Auditor General Ahmed Guutaale and his Turkish counterpart Metin Yener, marks a significant step toward deeper cooperation in financial oversight and good governance. The signing ceremony underscored both countries’ commitment to enhancing institutional integrity through joint initiatives and professional development.

According to an official statement, the MoU outlines key areas of collaboration, including joint audits, skills development programs, and the exchange of technical expertise in public finance auditing. It also covers support for legal compliance, development of digital audit systems, and promotion of advanced audit education.

“This MoU will help us strengthen our institutions, enforce transparency, and ensure effective use of public resources,” said Auditor General Guutaale. His Turkish counterpart, Yener, described the agreement as “a boost to institutions and bilateral cooperation,” highlighting its importance for state-building and sustainable development in Somalia.

The pact builds on a longstanding partnership between the two nations, particularly in development, security, and capacity building. It aligns with Somalia’s ongoing reform agenda and Türkiye’s growing role as a strategic partner in the Horn of Africa.

Observers see the agreement as a milestone in Somalia’s post-conflict governance reforms and a practical move to fortify oversight mechanisms amid ongoing public sector restructuring.
