Somalia’s Upper House has hit out at the House of Representatives (Lower House) for passing the Public Finance Management (PFM) Act unilaterally.
This week, the Lower House passed several amendments on the PFM Act that strip the Upper House of any powers and roles it previously had on the national budget process.
The Senate has accused the Lower House of presenting a flawed act to President Mohamed Abdullahi Farmaajo to assent to.
Further, the Lower House is also guilty of passing an act without adhering to the laid down parliamentary drafting procedures.
The latest war of words between the two houses could rekindle the historic differences between them.
Abdi Hashi, the Speaker of the Upper House, has written a protest letter addressed to President Farmaajo and the Chairperson of the High Court.
Speaker Hashi’s letter has also been copied to several senior state officials.
In his letter, Speaker Hashi has indicated that the PFM Act that President Farmaajo assented to on December 26, 2020 is different from the one that the Upper House passed.
