Somaliland Approves Landmark PPP Law to Boost Investment and Jobs

Hargeisa, Somaliland – Somaliland’s Cabinet has unanimously approved a new Public-Private Partnership (PPP) Framework Law, a move the government says will open the door to stronger investment flows, better infrastructure, and expanded employment opportunities.

The decision came during the Council of Ministers’ 33rd session, chaired by President Abdirahman Mohamed Abdillahi Irro at the Presidential Palace in Hargeisa. Attorney General Ali Bashe Mohamed and Minister of Investment and Industrial Development Saeed Mohamed Buraale presented the draft law, outlining its legal and economic benefits before it was passed without objection.

The legislation establishes clear rules for cooperation between the government and private investors in developing public services and large-scale infrastructure projects. Officials highlighted that such partnerships will reduce the burden on public finances while leveraging private sector efficiency and innovation.

Buraale noted that the law is designed to enhance investor confidence by providing legal safeguards and transparency in project implementation. He stressed that the framework will not only attract foreign investors but also encourage Somaliland’s own business community to take part in national development projects.

The Cabinet underscored that the PPP law is expected to accelerate infrastructure expansion, particularly in energy, transport, and water sectors, while creating thousands of jobs. It also aims to diversify the economy by improving service delivery and encouraging industrial growth.

By endorsing this law, Somaliland positions itself as a more competitive destination for investment in the Horn of Africa, sending what officials described as “a strong message of stability and readiness for partnership” to both domestic and international stakeholders.
