Somaliland Launches New Educational Curriculum for its Prisoners

Somaliland has taken a significant step in prison reform by introducing a structured educational curriculum within its correctional facilities that will benefit those serving time in its prisons.

This initiative, jointly developed by the Ministries of Justice, Education, and Religious Affairs and Endowments, aims to provide inmates with educational opportunities to enhance their reintegration into society upon release.

While launching the curriculum on Thursday, President Abdirahman Mohamed Abdillahi Irro emphasized that it offers prisoners the chance to develop knowledge and skills, facilitating better societal integration post-incarceration.

He highlighted the government’s commitment to safeguarding citizens’ rights, skill development, and employment facilitation.

Recognizing education as a fundamental right, the program seeks to address the lack of formal education or job skills among many inmates by offering basic education, vocational training, and moral education to boost their employment prospects after release.

This initiative aligns with Somaliland’s broader efforts to reform its justice system.

In January 2025, the government announced plans to establish schools within prisons to enhance inmates’ education and knowledge.

Justice Minister Yoonis Ahmed Yoonis underscored the vision to transform prisons from mere punishment centers into facilities offering education and healthcare, including constructing specialized prisons for women and juveniles.

The Ministry of Justice’s Prisons and Human Rights Department focuses on promoting and protecting human rights, including those of detainees, and organizing training programs for prison staff.

It also emphasizes providing formal and informal education to inmates, with special attention to juveniles and female prisoners.

Furthermore, the Ministry of Education and Science’s National Education Curriculum Framework outlines national education goals, learning areas, and outcomes, supporting innovative teaching and assessment approaches.

This framework ensures that educational programs, including those in prisons, are aligned with national standards.

These initiatives collectively signify Somaliland’s dedication to enhancing its justice system through comprehensive prison reform and the rehabilitation of prisoners.
