MOGADISHU — President Hassan Sheikh Mohamud has officially launched the advanced Turkish offshore drilling vessel Çağrı Bey during a high-level ceremony at the Port of Mogadishu, formally marking the beginning of Somalia’s deep-sea hydrocarbon exploration.
The deployment of the sophisticated drilling vessel represents a pivotal moment in the nation’s journey toward economic self-sufficiency and underscores a growing energy alliance with Turkey, according to officials present at the ceremony.
President Outlines Vision for Resource Governance
Speaking at the commissioning event, President Mohamud described the arrival of the Çağrı Bey as a significant step toward economic expansion, investment generation, and domestic job creation.
“The Federal Government is committed to responsible and transparent extraction of natural resources for the direct benefit of Somali citizens,” the president said.
He issued clear directives on resource governance, affirming that all future revenues from the hydrocarbon sector will be allocated to fund essential public services, advance infrastructure projects, and ensure regional stability. The president emphasized that the national administration maintains an unwavering commitment to equitable wealth distribution and institutional integrity.
Turkish Energy Minister Attends Ceremony
The president also held a high-level summit with a Turkish delegation led by Energy and Natural Resources Minister Alparslan Bayraktar at State House, where discussions centered on strengthening bilateral partnership with particular emphasis on energy cooperation, natural resource management, and expanding Somalia’s maritime economy.
President Mohamud announced that bilateral energy cooperation has entered a critical implementation phase, bringing significant pride to both nations.
Minister Bayraktar thanked the president and the Somali people for their warm welcome.
“The deployment of the Çağrı Bey and the start of offshore drilling operations demonstrate the successful achievement of the common energy and economic goals between the two countries,” Bayraktar confirmed.
Diplomatic Presence and International Support
The historic commissioning ceremony was attended by the Deputy Speaker of the House of the People, the Prime Minister, the President of Galmudug State, various federal cabinet ministers, and the Mayor of Mogadishu. They were accompanied by Minister Bayraktar, along with numerous international ambassadors and high-ranking officials, highlighting the global significance of the collaborative venture.
Somalia’s Ambassador to Turkey, Fathudin Ali Ospite, has previously described the presence of the Çağrı Bey off Somalia’s coastline as a pivotal moment in the nation’s journey toward economic self-sufficiency, emphasizing that the exploration initiative is anticipated to generate employment for Somali youth and enhance professional capabilities within the energy sector.
“Beyond direct job creation, this collaboration is likely to foster broader economic expansion by attracting investments, bolstering local industries, and increasing government revenues,” Ambassador Ospite explained. “With enhanced financial resources, Somalia will be better equipped to invest in infrastructure, education, healthcare, and housing, supporting sustained national advancement.”
Oil Exploration Partnership Timeline
The partnership gained momentum in 2024 when the Turkish research vessel Oruç Reis was deployed for seismic studies. Turkish President Recep Tayyip Erdogan, Energy Minister Bayraktar, and Somalia’s then-petroleum minister, Abdirizak Omar, participated in the launch ceremony held in Istanbul.
Following successful surveys, the Çağrı Bey traveled to Somalia in February 2026. The vessel is expected to drill the Curad-1 well, located approximately 372 kilometers offshore from Mogadishu, at a target depth of 7,500 meters — ranking among the deepest offshore drilling efforts globally.
Petroleum Minister Welcomes Turkish Delegation
Ahead of the ceremony, Petroleum and Mineral Resources Minister Dahir Shire welcomed the high-level Turkish executive delegation led by Minister Bayraktar at Aden Adde International Airport.
Minister Shire described the strategic visit as immediately preceding the official state commissioning of the Çağrı Bey, demonstrating Turkey’s firm commitment to implementing the joint operational initiative.
Commencing offshore extraction operations marks a significant economic advancement for the Federal Government, with officials stating that through this bilateral energy partnership, Somalia is emerging as a leading energy destination in the Horn of Africa.
Extended Partnership Beyond Hydrocarbons
Ambassador Ospite has indicated that the initiative transcends hydrocarbons, with intentions to expand cooperation in technology exchange, infrastructure enhancement, and educational initiatives.
Characterizing Turkey as a consistent partner, especially during periods of limited international involvement, the ambassador stated that Somalia is now establishing itself as a strategic partner in energy development under President Mohamud’s leadership.
Economic Prospects and Governance Framework
Offshore exploration may present considerable economic prospects if substantial reserves are discovered, though outcomes will rely on security conditions, regulatory clarity, and enduring international alliances.
The president expressed deep appreciation to the Republic of Turkey for its effective bilateral partnership, praising Ankara for its continuous strategic support in rebuilding the Somali state and expanding its domestic economic capabilities.
The successful implementation of the drilling program will substantially boost national industrialization, finance essential public infrastructure, and ensure the long-term economic autonomy of the nation, according to officials.
This advancement occurs as Somalia intensifies attempts to attract foreign capital and broaden its economic base following years of instability, while reinforcing legal and organizational structures to oversee natural resources.
