UN-Somalia Steering Committee Convenes to Shape Future Development Plan

Mogadishu, Somalia – On Tuesday, the Joint Steering Committee (JSC) of the United Nations Cooperation Framework (UNCF) is set to convene in Mogadishu to assess the progress of Somalia’s development agenda and lay the groundwork for the next phase of strategic cooperation.

The high-level meeting will review the 2024 Country Results Report, highlighting key achievements, challenges, and areas of progress in the current implementation cycle of the UN-Somalia Cooperation Framework. Committee members will also examine the findings of the Evaluation Report of the existing framework as they begin formulating the priorities and structure of the next Cooperation Framework.

The JSC serves as the highest governance body within the UN Cooperation Framework for Somalia. It plays a pivotal role in overseeing, guiding, and aligning the implementation of UN-supported development efforts with Somalia’s national priorities, the National Development Plan (NDP-9), and the Sustainable Development Goals (SDGs).

Comprising senior representatives from the Federal Government of Somalia, the United Nations, civil society, and key development partners, the JSC fosters inclusive dialogue and accountability, ensuring that international cooperation efforts are coherent, impactful, and nationally owned.

This year’s meeting comes at a critical time as Somalia continues to pursue economic reforms, state-building efforts, and recovery from complex crises including climate shocks, insecurity, and protracted humanitarian needs. With the current Cooperation Framework nearing its end, the discussions are expected to shape a new strategic blueprint for 2025 and beyond.

The next Cooperation Framework will aim to strengthen resilience, promote inclusive growth, support peacebuilding, and advance human rights in Somalia — all while aligning closely with the government’s vision for a stable, self-reliant future.

The outcome of the JSC deliberations will serve as a foundation for broader consultations in the coming months, ultimately leading to the adoption of the next UN-Somalia Cooperation Framework.
