Gudlawe visits a town that has endured weeks and months of clashes and tensions between regional forces and rebels.
Gudlawe visited the town on Sunday morning.
Local leaders were at the airport to receive and welcome him.
His visit comes hot on the heels of a recent mortar attack.
President Gudlawe first attempted to visit the clash-ridden town last month but his efforts never bore fruits.
General Abukar Huud, the leader of a rebel movement that wants Hiiran separated from HirShabelle, resisted his efforts.
The visit is the first by Gudlawe since taking over as the HirShabelle leader in 2020.
