MOGADISHU — The Federal Government’s Hajj Affairs Office, operating under the Ministry of Endowments and Religious Affairs, has implemented a mandatory contractual framework for travel agencies managing this year’s pilgrimage to Saudi Arabia.
Dr. Khadar Haji Dahir, the Director of Hajj Affairs, announced that the new policy compels service providers to enter into binding, formal agreements with pilgrims prior to their departure. The move represents a significant enhancement in logistics management, specifically designed to safeguard pilgrim rights and enhance government supervision over private operators.
Defining Service Standards
According to the Ministry, the mandatory contracts will explicitly establish required service standards. This includes clear guidelines for purchased packages regarding lodging, transportation, and support services available in the Holy Lands. Officials stated that this measure will minimize ambiguity, eliminate confusion, and ensure that Somali pilgrims obtain the exact services they have paid for.
Strict Enforcement and Accountability
The Ministry has confirmed that it will rigorously oversee adherence to these agreements to reinforce accountability within the travel sector. Any failure to comply with the stipulated contract terms will result in strict enforcement actions.
This initiative is viewed as a vital component of the wider efforts by the federal administration to modernize Hajj administration and improve service provision, ensuring a secure, dignified, and well-structured pilgrimage experience for the thousands of Somali nationals who undertake the sacred journey annually.
