President Said Abdullahi Deni’s administration has listed the conditions that must be met for Puntland to attend the ongoing Dhusamareb talks.
Puntland remains one of the most important cogs in setting a timeline for elections and electoral model for Somalia.
Its leader, President Deni, was among the five regional leaders who attended the previous Dhusamareb talks.
However, since then, the House of Representatives ousted immediate former Prime Minister Hassan Ali Khaire from office.
Puntland believes that Khaire’s ouster was engineered by President Mohamed Farmaajo of Somalia to extend his term in office.
The new round of Dhusamareb talks kicked off on Saturday.
Farmaajo arrived at Galmudug’s administrative capital and met with leaders from HirShabelle, Southwest, and Galmudug.
Puntland has accused Farmaajo of undermining previous agreements reached at Dhusamareb talks.
Moreover, Deni said the international community has to dispatch a guarantor to Dhusamareb to ensure that all parties adhere to the agreements reached during the talks.
Additionally, Deni’s administration accuses Farmaajo of undermining the Senate (Somalia’s Upper House), a move that it classifies as “unconstitutional.”
Jubbaland, through its President Ahmed Islam Mohamed Madobe, is also not at the talks.
With the two important Federal Member States (FMS) absent from Dhusamareb, doubts exist if the talks could achieve their intended purpose.
