Role of NIEC and Political Parties Not Mentioned in New Agreement

The role that the National Independent Electoral Commission (NIEC) should play in the upcoming elections in Somalia has not been mentioned in the newly signed agreement.

Instead, Federal Government of Somalia (FGS) and Federal Member States (FMS) are to appoint joint electoral commissions at the federal and regional levels to manage the polls.

The agreement between leaders from the two levels of government sought to iron out several contentious issues.

In the agreement, the number of delegates expected to take part in the elections has been reduced from 301 to 101.

The agreement also makes a departure from several issues that were agreed upon in last month’s Dhusamareb III talks.

However, the deal signed on Thursday September 17 has not mentioned the role NIEC or political parties would play.

In Dhusamareb III, political parties were recognized but not so in the Mogadishu agreement.

The House of Representatives is expected to receive the agreement in the next few days to start debating it further.
