Mogadishu, Somalia – The Minister of Justice and Constitutional Affairs, Hassan Moalim Mahmoud, on Thursday officially opened a three-day Budget Formulation Process training for staff of the Ministry in Mogadishu. The training, conducted under the Somalia Justice and Governance Accountability Project (SJGAP), aims to enhance the Ministry’s capacity to plan, manage, and report on public funds more effectively and transparently.
Speaking at the opening ceremony, Mahmoud underscored the importance of sound financial management in strengthening justice institutions and restoring public confidence.
“A transparent and accountable budget process is the backbone of any functioning institution. This training equips our staff with the tools and knowledge to ensure every Somali shilling is used efficiently and responsibly,” he said.
The workshop brings together key finance, planning, and administrative officers from across the ministry’s departments. Over the next three days, participants will explore practical approaches to budget preparation, prioritization of resources, financial monitoring, and compliance with national standards.
Officials noted that the training aligns with the government’s broader commitment to improving governance and accountability within Somalia’s justice sector.
The SJGAP project, a flagship initiative supported by international partners, focuses on strengthening Somalia’s justice and governance institutions through capacity development, systems reform, and improved service delivery.
By the end of the training, participants are expected to apply the lessons learned to the ministry’s upcoming fiscal year planning cycle — a move officials hope will mark a new chapter of efficiency and openness in Somalia’s public financial management.
