Somali leaders have agreed to form technical committees specifically to focus on security and elections.
The leaders agreed to this during the National Consultative Council (NCC) meeting held in Mogadishu on December 28.
NCC attracted leaders from the Federal Government of Somalia (FGS) and their colleagues from the Federal Member States (FMS).
President Hassan Sheikh Mohamud chaired the NCC.
A political agreement they arrived at included the delineation of powers at the federal and regional levels of government.
However, the regional state of Puntland refused to sign that political agreement.
NCC leaders applauded security forces for the success of the ongoing military operations against terrorists around the country.
