MOGADISHU, Somalia – The House of the People held its 20th session of the 7th legislative period on Wednesday, advancing national security legislation.
Under the leadership of Speaker Sheikh Adan Mohamed Nur Madobe and Second Deputy Speaker Abdullahi Omar Abshirow, the meeting initiated the first reading of the Somali Police Force Bill.
The legislation draft, introduced by the Ministry of Internal Security, was formally presented to parliament members. Internal Security Minister Abdullahi Sheikh Ismail Fartaag offered a detailed explanation of the bill’s provisions, presenting a legal framework designed to modernize the national police force’s structure, responsibilities, and operations to meet Somalia’s changing security requirements.
Following parliamentary procedures for first readings, no comprehensive debate on specific articles occurred at this stage.
Nevertheless, Members of Parliament questioned the minister about the legislation’s fundamental principles and strategic objectives. This preliminary examination establishes clarity on the bill’s goals prior to the detailed amendment phase.
In closing, Speaker Madobe instructed the Parliamentary Committee on Internal Affairs and Security to assume responsibility for the bill. The committee will now review the document and prepare it for the second reading, when parliament will conduct a thorough, article-by-article discussion.
