MOGADISHU — The Federal Government of Somalia has acknowledged ongoing discussions regarding a proposed tripartite security arrangement with Saudi Arabia and Egypt. The pact focuses on enhancing collaboration on Red Sea security and broadening military partnerships, according to a government representative.
The proposed accord, described by officials as still under development, emphasizes enhancing strategic security cooperation, strengthening military connections, and reinforcing the collective contribution of the three nations to regional stability.
Sources with knowledge of the deliberations indicated that President Hassan Sheikh Mohamud is scheduled to visit Saudi Arabia shortly to assist in finalizing the arrangement.
Shift in Alliances
This acknowledgment follows Somalia’s recent termination of security and port agreements with the United Arab Emirates. Mogadishu accused Abu Dhabi of violating Somali sovereignty and territorial integrity, citing the unauthorized removal of a figure associated with Yemen’s separatist movement from Somali territory as a key grievance.
Sources involved in the negotiations revealed that Riyadh has exerted diplomatic influence on Somalia to reduce its relations with the UAE. Tensions have been escalating between the two states, both members of the OPEC+ alliance, due to disagreements over the Yemeni conflict and competing regional ambitions.
New Security Paradigm
Saudi Arabia has consistently voiced political backing for Somalia’s territorial integrity and its efforts against the Al-Shabaab militant organization, though it has not previously supplied direct military aid. Should this agreement reach fruition, it would represent Saudi Arabia’s first direct participation in bolstering Somalia’s security and military capabilities, potentially affecting the broader Horn of Africa region.
The Somali government representative confirmed that discussions continue but offered no additional information. Personnel from Saudi Arabia and the Egyptian administration did not promptly address inquiries for comment.
Over recent years, the UAE has extended its influence throughout Africa, aiming to expand its economic reach and establish a presence in strategic ports such as Berbera and Bosaso. Abu Dhabi has repeatedly affirmed its respect for Somali territorial integrity, notwithstanding occasional conflicts with federal authorities.
