Somalia Launches Consultations on Key Constitutional Amendments

Mogadishu, Somalia – Monday marked the official opening of consultative sessions on proposed amendments to Chapters 10–15 of Somalia’s Provisional Constitution, a move seen as pivotal in shaping the country’s governance framework.

The discussions bring together representatives from the Federal Government of Somalia (FGS), Federal Member States (FMS), and the Banadir Regional Administration (BRA), alongside legal experts and constitutional affairs officials.

Organizers say the sessions will focus on critical provisions that determine the relationship between Somalia’s federal institutions and regional administrations, as well as mechanisms for judicial independence, public finance management, and the division of powers.

“The goal is to ensure that the amendments are inclusive, transparent, and reflective of the country’s realities,” said an official from the Constitutional Affairs Ministry, adding that the process is a crucial step toward finalizing the long-delayed constitution.

The consultative meetings are part of a broader roadmap to complete constitutional review ahead of future national elections. While previous attempts to amend the constitution have been slowed by political disagreements, stakeholders are expressing cautious optimism that this round of talks could break the deadlock.

Political analysts note that the outcome of the amendments could have far-reaching implications for Somalia’s stability, governance, and democratic transition. The sessions are expected to continue over the coming days, with final recommendations to be submitted to parliament for debate and approval.
