President Muse Bihi Abdi of Somaliland has pardoned 413 prisoners convicted of minor crimes through an executive amnesty order.
The decision was announced in a circular issued by the Presidency on Thursday.
The decree explicitly states that it applies only to those convicted of minor offenses, with no impact on the civil rights and criminal consequences related to their crimes.
The Attorney General’s Office will oversee the implementation of this amnesty based on the list of prisoners covered by the decree.
