SSC-Khaatumo to Exchange 25 Prisoners with Somaliland

The Somali federal government has announced that SSC-Khaatumo will exchange 25 prisoners of war captured during the February 2023 conflict with Somaliland. This development follows Prime Minister Hamza Abdi Barre’s recent visit to Las Anod. While the Somali government has confirmed the exchange, Somaliland has yet to issue an official statement on the matter.

In a significant political advancement, SSC-Khaatumo’s federal status is set to be finalized in Somalia’s constitution. The region has also formally joined the National Consultative Council (NCC), a key body influencing the nation’s political direction. SSC-Khaatumo’s participation in the NCC marks a pivotal step toward greater national unity and inclusion.

Previously, SSC-Khaatumo had stipulated conditions for releasing prisoners, including the cessation of hostilities by Somaliland and the signing of a comprehensive peace agreement. The current exchange suggests progress toward meeting these conditions.

International actors, including the United Nations, have urged both parties to engage in peaceful negotiations and prisoner exchanges. The International Committee of the Red Cross (ICRC) has been involved in monitoring the treatment of detainees, ensuring humane conditions and communication with families.

These developments indicate a move toward reconciliation and the strengthening of Somalia’s federal framework. The inclusion of SSC-Khaatumo in national political processes reflects ongoing efforts to address longstanding regional disputes and promote stability.
