Residents reported hearing several explosions in the city on the morning of September 1.
According to a security official, the number of deaths could increase since the attack took place in an area full of women and children.
According to a police officer, several shells landed in nearby residential areas.
The most affected neighborhoods were Bondhere and Abdiasis.
Police rushed to the scene with rescue workers to transport the injured to the nearby hospitals for medical attention.
An officer who spoke to the media on condition of anonymity said that he believes the target of the attackers was the nearby Godka Jilacow Prison.
