MOGADISHU: Senior officials from the Federal Government of Somalia welcomed Djibouti’s newly appointed Ambassador to Somalia, Osman Dubbad, upon his arrival at Aden Adde International Airport in Mogadishu. Among the officials receiving the ambassador was the Minister of Information, Culture and Tourism, Abdulfatah Kasim Mohamud, underscoring the importance Djibouti places on its relationship with Somalia and the high priority Somalia attaches to the new diplomatic posting.
Ambassador Osman Dubbad previously served as commander of the Djiboutian contingent under the African Union peacekeeping mission’s Sector 4, now operating under the African Union Support and Stabilization Mission in Somalia (AUSSOM). The Djiboutian forces stationed in the Hiiraan region of central Somalia were widely known by the name “Hiil-Walaal,” reflecting the close cooperation and fraternal bonds between Somalia and Djibouti in security and stabilization efforts. Officials described the ambassador’s appointment as a step toward further strengthening the longstanding bilateral relations and cooperation between the two neighboring countries.
Outgoing Envoy’s Farewell and Strategic Partnership
The appointment of Ambassador Dubbad follows the departure of the outgoing ambassador, Mohamed Ibraahim Yuusuf, who concluded his diplomatic mission in Mogadishu earlier this month. During a farewell visit, Foreign Minister Abdisalam Abdi Ali acknowledged Ambassador Yuusuf’s contributions to strengthening ties between the two Horn of Africa nations. The discussions further emphasized the enduring strategic alliance between Somalia and Djibouti, with both parties stressing the necessity of sustained partnership across multiple sectors.
Djibouti has remained one of Somalia’s closest allies, playing a significant role in peacekeeping, mediation, and security sector development. Somalia and Djibouti have reached an agreement to enhance defense and security cooperation, a development officials say will bolster Somalia’s stabilization initiatives and improve regional coordination against common threats. The consensus was established during discussions between Somali Defense Minister Ahmed Moalim Fiqi and his Djiboutian counterpart, Hassan Omar Mohamed, in Mogadishu alongside a regional defense conference. Both parties anticipate that this closer partnership will facilitate joint planning, intelligence sharing, and operational coordination, which will assist Somalia in fortifying its security apparatus while promoting greater stability throughout the Horn of Africa.
Djibouti’s Role in AUSSOM and Regional Stability
Djibouti’s commitment to Somalia is further demonstrated by its participation in AUSSOM, the African Union mission supporting Somali security forces. The Djiboutian contingent, known as “Hiil-Walaal,” has been instrumental in stabilizing the Hiiraan region, working alongside the Somali National Army to secure key areas. Ambassador Dubbad’s military background with the Djiboutian forces under AUSSOM positions him well to continue strengthening security collaboration between the two nations. Djibouti’s Defense Minister has also traveled to Mogadishu for regional security talks, highlighting the strong security relationship between the two countries and their mutual dedication to reinforcing the regional security framework.
The relationship between Somalia and Djibouti has also been reinforced at the highest political levels. President Hassan Sheikh Mohamud recently traveled to Djibouti for a strategic working visit focused on enhancing bilateral ties and deepening cooperation between the two nations. His high-level talks with Djiboutian President Ismail Omar Guelleh addressed pressing regional political matters, robust security cooperation, and the expansion of vital economic partnerships. The two countries signed a Memorandum of Understanding on political consultations, establishing a framework for regular dialogue between Mogadishu and Djibouti to maintain closer communication on pressing political, economic, and security matters.
The appointment of Ambassador Dubbad signals Djibouti’s continued commitment to supporting Somalia’s peace and security initiatives, as well as reinforcing regional partnerships.
