Somalia’s Minister of Justice and Constitutional Affairs, Hassan Sheikh Ali, has announced the completion of the review of Chapters 5 to 9 of the Provisional Constitution. These chapters address critical aspects of governance, including the distribution of governmental powers, the structure of the Federal Parliament, the role of the President, the organization of the Executive branch, and the Judiciary. The revised chapters are now awaiting inclusion in the Federal Parliament’s agenda for upcoming sessions.
The review process has been comprehensive and inclusive, involving consultations with various stakeholders to ensure the amendments reflect the aspirations of the Somali people.
Notably, the Independent Constitutional Review and Implementation Commission (ICRIC) engaged with religious scholars to align the Constitution with Islamic teachings, emphasizing the importance of Sharia compliance in governance and justice. Additionally, youth consultations were conducted to incorporate the perspectives of younger generations, focusing on topics such as governmental structure and eligibility criteria for public office.
The Somali Cabinet has also been actively involved, reviewing the remaining chapters to incorporate public and stakeholder feedback before presenting the revised provisions to Parliament. This collaborative approach aims to ensure that the Constitution reflects the diverse values and aspirations of all Somalis.
The completion of this review marks a significant milestone in Somalia’s constitutional development, aiming to strengthen governance structures and promote stability in the country.
