Somali Refugee Agency Head Meets Refugees International President to Address Displacement Crisis

MOGADISHU — The Chairman of the Somali Refugee and Displacement Agency, Liibaan Abdi Cigaal, has held a meeting in Mogadishu with Jeremy Konyndyk, President of Refugees International, and Abdullahi Boru Halakhe, the organization’s Senior Advocate for East and Southern Africa, to discuss the growing humanitarian challenges facing refugees and internally displaced persons (IDPs) in Somalia.

The meeting focused on the situation of Somali refugees and IDPs, particularly the humanitarian challenges and increasing needs of those affected by displacement and the difficult conditions in the country. The Refugees International delegation visited Mogadishu to assess the impact of recent funding cuts and reductions in humanitarian aid for refugees and displaced populations in Somalia.

President Hassan Sheikh Mohamud recently hosted Jeremy Konyndyk in Mogadishu, where they discussed the situation of displaced populations, durable solutions, and the humanitarian response.

Impact of Funding Cuts on Humanitarian Operations

The delegation’s visit comes at a critical time when humanitarian funding for Somalia has been significantly reduced. The reduction in financial support and aid has affected relief operations, with some UN agencies and the United States having cut or reduced funding for vulnerable populations. The humanitarian situation in Somalia remains dire, with 6.5 million people facing high levels of acute food insecurity and 1.9 million children suffering from acute malnutrition.

During the meeting, Chairman Liibaan Cigaal shared with the Refugees International leadership the current situation of Somali refugees and IDPs, specifically addressing the impact and challenges arising from the reduction in humanitarian funding and aid for vulnerable populations. He also highlighted the critical needs of refugees and displaced persons, emphasising the importance of continued humanitarian support and the need for durable solutions to address their living conditions.

SoDMA has been coordinating with UN officials on the humanitarian situation, with the government and partners scaling up preparedness efforts ahead of the anticipated El Niño floods expected later this year.

Refugees International’s Engagement in Somalia

Refugees International has been actively engaged in Somalia, advocating for the protection of refugees and internally displaced persons. Jeremy Konyndyk’s visit also included meetings with other Somali officials, including the Minister of Agriculture and Irrigation, Mohamed Abdi Hayir (Maareeye), reflecting the broad engagement of RI with Somali authorities on displacement and humanitarian issues.

Chairman Liibaan Cigaal has previously held meetings with Refugees International leadership to strengthen cooperation on refugee protection and durable solutions.

Critical Note

While the meeting between Chairman Liibaan Cigaal and Refugees International reflects a growing international focus on Somalia’s displacement crisis, the gap between advocacy and on-the-ground funding remains a significant challenge. The reduction in humanitarian aid from key donors, including UN agencies and the United States, has already forced partners to scale back life-saving services even as needs remain exceptionally high. The government’s ability to coordinate effectively with international partners and ensure that aid reaches those most in need will be a critical test of its disaster management capacity. Furthermore, the international community, while supportive of Somalia’s development and humanitarian efforts, must also press for accountability, good governance, and inclusive political settlements that address the underlying drivers of displacement, including conflict, climate change, and economic marginalization. Without sustained investment and a genuine commitment to reform, the cycle of crisis and displacement will continue, with the Somali people bearing the heaviest burden.
