Speaker of Parliament Receives Warm Welcome in Balcad District

BALCAD — The Speaker of the Federal Parliament of Somalia, Abdulqadir Mohamed Jaamac, accompanied by members of both houses of the Federal Parliament, received a warm welcome in the Balcad district of the Middle Shabelle region on Friday, August 14, 2026.

The delegation was received by the President of Hirshabelle State, traditional leaders from the Mudulood clan, the Balcad district administration, women, youth, and senior military officials. The Speaker and his delegation were accorded a high-level procession through the Balcad tourist park, where he expressed gratitude for the dignified reception.

The visit comes just days after Jaamac’s election as Speaker of the House of the People on August 10, 2026, when he secured 142 votes against his sole opponent. The election committee had certified two candidates for the position: Abdulqadir Mohamed Nur (Jaamac) and Abdulqadir Omar Macallin (Daada), with Jaamac ultimately securing the victory. Prior to his election, President Hassan Sheikh Mohamud had reportedly been lobbying for Jaamac’s candidacy, viewing him as a key ally and a minister with a close relationship with the Turkish government. Jaamac had previously served as Minister of Ports and Marine Transport, where he deposited 15 maritime treaties with the International Maritime Organization, marking a significant achievement for Somalia’s blue economy.

Strengthening Ties with Hirshabelle

Speaker Jaamac’s visit to Balcad reflects his commitment to strengthening the relationship between the federal parliament and Hirshabelle State. Hirshabelle State, formed in 2016 through the merger of Hiiraan and Middle Shabelle regions, has faced persistent challenges including political infighting, weak governance institutions, and security threats from Al-Shabaab. Despite these difficulties, the region has recently seen development initiatives, including President Ali Guudlaawe hosting media and cultural delegations in Jowhar to showcase progress in the state.

The Balcad district, located in Middle Shabelle, has been a focal point of both development and security challenges. Hirshabelle has also launched a historic voter registration drive for one-person, one-vote elections, marking a significant step away from Somalia’s long-standing clan-based power-sharing system.
