FIFA to Pay Omar Artan Despite U.S. Ban

MOGADISHU – Somali referee Omar Artan will be paid his full FIFA World Cup officiating fee even after being refused entry to the United States and missing the tournament, according to people familiar with the decision. The ruling means Artan will receive the complete compensation tied to his World Cup appointment, although he could not take charge of any matches at the competition.

Artan, considered Africa’s top match official, had been chosen to officiate at the World Cup in what would have been a landmark moment for Somali football. His selection would have made him the first Somali referee to work at the sport’s most prestigious tournament, a milestone President Hassan Sheikh Mohamud hailed as a “valuable achievement” that “elevates the reputation of Somalia”. That chance was cut short when U.S. authorities barred him from entering the country before the event. The Trump administration said the move was based on what it described as links to suspected members of terror organisations, though the Somali government has characterised the decision as “deeply regrettable” and part of a broader pattern of discrimination.

FIFA Ensures Artan Receives Full World Cup Fee

Even though he was absent from the tournament, FIFA has agreed to pay Artan the full fee connected to his World Cup assignment. The case drew broad attention in Somalia, where Artan’s rise from local football to the upper ranks of international refereeing has become a point of national pride. Named Africa’s Referee of the Year in 2025, Artan has earned recognition as one of the continent’s most respected officials. His victory at the CAF Awards in Rabat, Morocco, marked the first time a Somali had reached the pinnacle of African refereeing, igniting pride across the country.

His World Cup selection was seen as a major achievement for both his career and Somali football, which has long pursued stronger representation on the global stage. His exclusion from the tournament disappointed many Somalis who had hoped to see one of their own take part in football’s premier event. Still, the setback has not weakened his progress within the sport.

UEFA Super Cup Appointment: A Striking Turnaround

In a significant boost to his international profile, UEFA has appointed Artan to referee the UEFA Super Cup in August between Paris Saint-Germain and Aston Villa. The annual match, featuring the winners of Europe’s two major club competitions, is one of the continent’s most prestigious officiating assignments. The appointment is viewed as a strong sign of confidence in Artan’s skill and professionalism, strengthening his place among football’s elite referees despite the controversy over his World Cup absence.

For many observers, the UEFA role marks a striking turnaround. A referee who could not participate in the World Cup will now oversee one of European football’s biggest matches just weeks later.

Return to a Hero’s Welcome

Artan returned to Somalia to a warm reception from supporters, sports officials and members of the public, many of whom praised him as a pioneer for a new generation of Somali athletes and officials seeking international recognition. The Ministry of Foreign Affairs confirmed that Artan had safely returned home and would continue to carry out his national and international responsibilities with the same dedication and professionalism that have defined his career. The Ministry also extended its sincere appreciation to all who expressed solidarity and support during the period.

Broader Context: The US Travel Ban and Its Impact

The rejection of Artan must be viewed against the backdrop of sweeping US travel restrictions imposed on Somalia. In June 2025, the Trump administration issued a proclamation suspending the entry of Somali nationals, citing national security concerns and what it described as the country’s “grossly inadequate screening procedures”. While the order carved out an exemption for World Cup athletes and staff, border officers retain wide discretion to turn people back, a loophole that effectively neutralised any protection for Artan.

Way Forward: From Heartbreak to History

Artan’s path from Somali football to the global arena continues to resonate across the Horn of Africa, where his accomplishments are seen as proof that Somali talent can compete and excel at the highest levels of world sport. As preparations begin for the UEFA Super Cup, attention has shifted back to Omar Artan – not for the opportunity he missed at the FIFA World Cup, but for the historic role he is expected to play in the next stage of his career.
