KISMAYO, Somalia – Jubbaland state has officially declared itself a government, continuing a long-standing dispute with the administration in Mogadishu led by President Hassan Sheikh Mohamud. The declaration followed the recent adoption of a new constitution, as stated by the Speaker of Jubbaland State Government Parliament, Hon. Abdi Mohamed Abdiraham.
During a press conference in Kismayo, Abdirahman explained that the term “regional state” had been replaced with “Jubbaland government” to emphasize the autonomous status and enhanced governing authority of the region. This development represents a substantial political change and embodies years of difficult relations between Jubaland and the Somali Federal Government.
The announcement occurs as both Jubbaland forces and the Somali National Army (SNA) are advancing against Al-Shabaab in territories within the Lower Juba region. Jubbaland, a state abundant in resources located in southern Somalia, has experienced consistent military and political interference from the Federal Government since its formation 12 years ago.
Although containing some of Al-Shabaab’s most fortified positions, the region has dedicated substantial resources and efforts to combating the extremist group, known for carrying out suicide bombings and other violent attacks across Somalia.
The announcement on Sunday coincides with Kismayo’s preparation to host a significant national opposition conference scheduled to commence in three days. Puntland President Said Abdullahi Deni and numerous opposition figures have confirmed their participation.
