BALANBALLE – The Director of the National Intelligence and Security Agency (NISA), Mahad Mohamed Salad, has laid the foundation stone for a new NISA military base in the Balanballe district of the Galgadud region, as part of ongoing efforts to strengthen security and stability across Galmudug State.
The ceremony was attended by local officials, security commanders, and community representatives. The new facility is intended to house NISA forces tasked with maintaining public security in the district and surrounding areas. The base is part of a broader strategy to enhance the agency’s operational presence in central Somalia.
The visit to Balanballe follows similar security consultations in Caabudwaaq and Guriceel, where Salad met with federal officials, Galmudug state leaders, and community representatives to address security challenges and prevent inter-clan conflicts in the Galgadud region. Salad has emphasised the impact that clan conflicts have on the wider Galmudug region, their role in creating insecurity, and how they disrupt the movement and interaction of local communities.
Context of the Galmudug Political and Security Landscape
The foundation stone ceremony comes amid heightened political tensions in Galmudug. Salad’s presence in the region follows his arrival in Dhuusamareeb for high-level talks with Galmudug President Ahmed Abdi Kariye (Qoor-Qoor) as a deepening political rift between the federal government and the regional administration threatens to destabilise the state. The visit was viewed as a precursor to an anticipated trip by Prime Minister Hamza Abdi Barre to ease disputes over political arrangements and electoral processes in Galmudug.
A dangerous political rift has emerged at the core of Somalia’s federal government and security apparatus over disagreements on who will lead Galmudug, with ties between President Mohamud and Qoorqoor deteriorating substantially in recent weeks. Under a discreet power-sharing agreement, Mahad Salad was reportedly slated to move into regional politics and seek the Galmudug presidency, but the agreement began to collapse after President Mohamud backed a different candidate.
Security Challenges in Balanballe and Galgadud
The Balanballe district has experienced recurring violence in recent years. The Dhusamareb Women’s Association has previously called for an end to the violence that continues to beset the Balanballe district, following clashes between two brotherly clans squabbling over grazing land.
Galgadud region has experienced recurring clan clashes over land, grazing rights, and local grievances, often leading to displacement and loss of life. These conflicts have been a persistent challenge for both the Galmudug administration and the federal government.
