MOGADISHU – Somalia’s Ministry of Defence has detained several individuals wearing Somali National Army uniforms after a video circulated on social media showing them stepping on and desecrating the flag of the United States, an act the government has condemned as inconsistent with military discipline and professionalism.
The footage, which spread widely across multiple platforms, ignited widespread debate and raised questions about the potential strain on the already delicate security partnership between Mogadishu and Washington. The United States has invested billions of dollars over decades in supporting Somalia’s security forces and state-building efforts.
In a statement, the Ministry of Defence confirmed it had reviewed the video and described the conduct as “unacceptable.” “Such behaviour is inconsistent with the values, discipline and professionalism of the Somali National Army and does not reflect the views of the Ministry of Defence or the Federal Government of Somalia,” the ministry said. “The individuals concerned have been detained, and an investigation is underway to establish the circumstances surrounding the incident and determine appropriate disciplinary and legal action.”
Reaffirmation of Strategic Partnership
The ministry also took the opportunity to reaffirm Somalia’s commitment to its longstanding security partnership with the United States. “Somalia greatly values its longstanding security partnership with the United States. Our cooperation has been instrumental in the fight against Al-Shabaab and ISIS and in strengthening Somalia’s security institutions,” the statement read. “The Ministry of Defence reaffirms its respect for the people and flag of the United States and for the enduring partnership between our two nations.”
The United States and Somalia have consistently reaffirmed their defence ties, with Minister of Defence Ahmed Moallim Fiqi meeting with U.S. Ambassador Richard Riley to underscore the strong bilateral defence partnership and shared commitment to regional stability. High-level meetings between Somali and U.S. military officials have centered on enhancing joint operations and continued collaboration in the fight against Al-Shabaab and ISIS.
U.S. Support for Somali Security Forces
Washington has remained a central partner in training Somali forces, supporting counterterrorism efforts, and backing governance reforms aimed at reducing the drivers of extremism. The Somali National Army Chief has met with U.S. defence officials to enhance security collaboration, with discussions focusing on improving joint operations against terrorism, as well as addressing piracy and other emerging security challenges.
NISA Director General Mahad Mohamed Salad has also held high-level strategic security consultations in Washington, focusing on expanding intelligence-sharing frameworks and reinforcing joint counter-terrorism operations with the CIA and FBI. The cooperation has already yielded significant security improvements on the ground.
A Sensitive Moment in Bilateral Relations
The incident comes at a time when relations between Mogadishu and Washington have already faced a series of challenges. In recent months, the United States has informed the African Union that it would end support for UN logistical assistance to the AU peacekeeping mission in Somalia after December, raising fears over the future of the operation that has served as a key bulwark against Al-Shabaab.
In January, Washington announced it had suspended assistance to Somalia’s federal government, alleging that officials destroyed a UN World Food Programme warehouse and seized donor-funded food aid. In June last year, the United States likewise suspended support for Somalia’s elite Danab Special Forces, which it had trained and equipped for more than a decade, after allegedly uncovering widespread corruption.
The Federal Government has proposed renewing a long-standing bilateral agreement that would allow the United States military to utilise its national ports and airports, a strategic move to cement Mogadishu’s position as Washington’s legitimate security partner in the region. Somalia has consistently sought to strengthen its partnership with the United States, with officials emphasising that U.S. support is vital to defeating Al-Shabaab and ISIS.
Way Forward
It remains unclear how Washington will respond to the latest incident involving the desecration of the American flag. The Ministry of Defence has stated that the investigation is ongoing, and the detained individuals will face disciplinary and legal action as appropriate. The episode highlights the fragility of the security partnership at a time when Somalia continues to rely on U.S. support for its counter-terrorism operations and institutional development.
