Security Minister Launches Police Program Phase II Meeting

MOGADISHU — The Minister of Internal Security for the Federal Government of Somalia, H.E. Gen. Abdullahi Sheikh Ismail (Fartag), formally launched the Program Steering Committee (PSC) meeting on Tuesday. The high-level gathering was convened to advance the second phase of the Joint Police Programme (JPP II), a critical initiative designed to enhance public security and policing services nationwide.

Co-chaired by international partners, the meeting concentrated on reviewing and adopting the 2026 Work Plan and Budget. The primary objective was to expedite and improve the execution of the programme, ensuring that resources are effectively allocated to support the Somali Police Force.

Strategic Coordination

Attendees included State Ministers overseeing security portfolios, the Special Assistant Commander of the Somali Police Force, and senior police officials. The diplomatic and development corps were represented by delegates from key international partners, including the United Nations Development Programme (UNDP), the United Nations Transitional Mission in Somalia (UNTMIS), UN Women, the International Organization for Migration (IOM), the African Union Support Mission (AUSSOM), the European Union, and the United Kingdom.

Participants engaged in thorough discussions regarding the progress of JPP II implementation, specifically focusing on the coordination of activities between federal and state authorities. The session also examined practical approaches to hasten the provision of efficient, community-focused public security services.

Commitment to Reform

At the meeting’s conclusion, the Program Steering Committee formally ratified the JPP II annual work plan and budget for 2026. This endorsement represents a continuing national endeavor to reinforce Somalia’s security institutions by improving capacity, professionalism, and the capability to support national stability.

“The JPP II initiative will be instrumental in developing a competent, effective, and responsible police force that collaborates closely with Somali communities,” Minister Fartag stated in his address.

He conveyed gratitude to international donors and partners for their sustained support, reaffirming the Federal Government’s dedication to security sector reform as a fundamental element of peace and state-building in Somalia.
