Longest-Serving Somaliland Politician Steps Down as Guurti Speaker

HARGEISA – The Speaker of Somaliland’s House of Elders (Guurti), Saleebaan Mohamud Adan, has resigned from his position after 22 years in office, marking the end of one of the longest tenures in the territory’s political history.

The 92-year-old politician, widely known as Saleebaan Gaal, signed and submitted his resignation letter to Somaliland President Abdirahman Mohamed Abdullahi (Irro). A spokesman confirmed that the Speaker had made a final decision and that efforts to reverse or delay his resignation were unsuccessful.

In a video recording shared publicly, Adan cited his advanced age as the primary reason for stepping down. “I have become old. If the mind is still there, the muscles and the strength are missing, and my steps have slowed. I believe my memory is still intact, but I am signing my resignation,” he said. Sources close to him indicated that he also wished to take a rest from the heavy duties he had shouldered for over two decades.

A Legacy Marked by Controversy and Acclaim

Adan has held the speakership of the upper house of Somaliland’s parliament since 28 August 2004. During his tenure, he played a significant role in resolving political disputes, strengthening dialogue between political parties, and mediating clan conflicts. His supporters have commended his efforts in safeguarding stability and preventing political tensions.

However, his leadership has also been a source of sharp criticism. Opposition parties, civil society organisations, and political analysts have frequently accused the House of Elders of failing to discharge its constitutional duties, including playing an active role in pacification and reconciliation efforts. The Guurti has also faced allegations of granting term extensions to successive governments and to the parliament itself. The House of Elders has never been re-elected since it was founded in 1993, and its 82 members, who represent traditional leaders, have continued to hold office without a fresh mandate.

Succession and Political Jockeying

Adan’s resignation has triggered a political struggle among parties and clans interested in filling the vacancy. According to sources, Muse Haji Duale has emerged as the leading candidate for the position. Other members of the Guurti have also expressed interest, with some publicly promoting their candidacies through social media.

A leadership transition has reportedly been agreed upon, and Duale is expected to be nominated for the position once the resignation is formally announced during an extraordinary sitting of the House. The Guurti is expected to consider the resignation and initiate the selection process for a new chairman in its upcoming session.
