Galmudug and Somali Regional State Forces Reach Border Security Agreement in Balanbale

BALANBALE – Senior officials from the Somali National Army operating in Galmudug and their counterparts from the Somali regional state have reached an agreement in the Balanbale district of the Galgaduud region to enhance border security and bilateral cooperation. The deal is aimed at preventing the flow of illicit weapons and addressing security-related incidents.

The agreement was witnessed by the NISA Director for the Galmudug sector, the CID Director for the Galmudug sector, the administrations of the Guriceel and Balanbale districts, other officials from Galmudug, and traditional elders.

This agreement forms part of ongoing efforts to strengthen peace in border areas, where inter-clan conflicts sometimes occur.

NISA Director’s Role in the Peace Process

The Director of the National Intelligence and Security Agency (NISA), Mahad Mohamed Salad, initiated a plan in the Balanbale district weeks ago that was reinforced on Monday by officials from the Somali regional state. The plan aims to resolve inter-clan conflicts and curb the illicit flow of weapons. Director Salad previously laid the foundation for a new security base in Balanballe as part of this broader initiative.

Director Salad has previously emphasized the impact of clan conflicts on the wider Galmudug region, their role in creating insecurity, and how they disrupt the movement and interaction of local communities. During a visit to Caabudwaaq, he addressed similar security and clan conflict concerns, underscoring the need for community-level engagement.

Implementation and Security Context

Director Salad ordered the National Army officials to accelerate the implementation of peace agreements and security verification operations in these areas, and the director’s order has reportedly been successfully implemented. His arrival in Guriceel earlier this year was aimed at bolstering security and strengthening community relations in the region.

The Balanbale district has experienced recurring violence in recent years. The Dhusamareb Women’s Association has previously called for an end to the violence that continues to beset the Balanbale district, following clashes between two brotherly clans squabbling over grazing land. The women’s association issued a statement urging both sides to pursue dialogue and peaceful resolution.

The foundation stone ceremony for the new NISA base comes amid heightened political tensions in Galmudug. Salad’s presence in the region followed his arrival in Dhuusamareeb for high-level talks with Galmudug President Ahmed Abdi Kariye (Qoor-Qoor) as a deepening political rift between the federal government and the regional administration threatened to destabilise the state. The NISA chief’s arrival in Galmudug came at a critical juncture amid ongoing election tensions.

The new NISA base in Balanballe is expected to enhance the agency’s capacity to respond to security threats and support community-level conflict prevention efforts.
